Family and education

Svetlana Radionova was born in the capital of the Kazakh SSR, the city of Alma-Ata on January 5, 1977. Father - Gennady Radionov, mother - Tatyana Radionova.

After graduating from school, she entered the Saratov State Academy of Law (now SGLA). She defended her diploma in the specialty "Jurisprudence" in 1999.

In 2011, she received her Master of Business Administration (MBA) degree, having completed her studies at Gubkin State University of Oil and Gas. Gubkin.

The following year, at the RANEPA, she mastered another area - "finance and credit".

Career start

Activities in Rosprirodnadzor

With the advent of the main environmental department, Radionova took up its large-scale reorganization.

Among all the transformations that she made, the following can be distinguished:

  • increasing the transparency of the work of the department through the application of the principles of remote control;
  • reducing the number of management and administrative staff while increasing the number of inspectors;
  • changing the number of territorial bodies from 71 to 32 This made it possible to more effectively coordinate work on the ground and prevent the adoption of erroneous decisions;
  • the resumption of the activities of the Scientific and Technical Council to develop recommendations on resolving issues of implementing state policy and legal regulation in the field of environmental protection.

Among the federal environmental projects in which the Radionova Service takes an active part:

  • "Clean Country" - aimed at the reclamation of the most dangerous objects of accumulated environmental damage, the elimination of unauthorized dumps within the boundaries of cities;
  • "General cleaning" - involves solving the long-term problem of improving the condition of territories and water areas where environmental damage identified;
  • Clean Air aims to reduce emissions of hazardous pollutants that have the greatest negative impact on the environment and human health.

The department also controls the implementation of the reform of the treatment of production and consumption waste in the Russian Federation. Its goals are the elimination of illegal dumps, the transition to separate waste collection, sorting and recycling of waste.

Norilsk Nickel Case

From the first days as head of the Federal Service for Supervision of Natural Resources, Radionova took a tough stance in relation to violators whose actions lead to to environmental pollution. She has repeatedly stated that the demand for clean air, water and soil has long been formed in society. To achieve the goals, according to the head of Rosprirodnadzor, it is necessary to form a system of responsibility in which it will be beneficial for polluters not to violate.

The most high-profile case in which Rosprirodnadzor won the maximum amount in the history of the department for causing harm to nature was an accident on May 29, 2020 at one of the enterprises of PJSC MMC Norilsk Nickel.

As a result of tank depressurization with diesel fuel Norilsk-Taimyr Energy Company” there was a leak of 21.1 tons of oil products. Pollution has spread far beyond the industrial zone. According to experts, 6 thousand tons fell into the ground, 15 thousand tons into the Daldykan River, the right tributary of the Ambarnaya River, which flows into the large Pyasino Lake.

The damage caused to nature as a result of the accident was estimated by Rosprirodnadzor specialists at 148 billion rubles.

After lengthy litigation, the Arbitration Court of the Krasnoyarsk Territory partially satisfied the claim of Rosprirodnadzor against JSC Norilsk-Taimyr Energy Company. The amount of recovery was reduced to 146.2 billion rubles.

On March 10, 2021, Nornickel fulfilled its obligations by fully paying the amount of damage. This was the biggest victory of the Service and personally Svetlana Gennadievna in the case of causing harm to the environment.

Business consulting

In 2022, Rosprirodnadzor launched a pilot project for expert business consulting by the Service's specialists in the implementation of investment projects. As Radionova emphasizes, the initiative will make it possible to create an environmentally friendly industry in the country using the best available technologies and to form a responsible attitude towards the environment among enterprises. Such large enterprises as have already joined the project, such as:

  • Gazprom Neft PJSC;
  • NLMK PJSC;
  • ZINCUM;
  • Metalloinvest Holding Company OJSC and others.

Environmental premium

In 2021, Rosprirodnadzor established the International children and youth award "Ecology is everyone's business".  The initiative is designed to raise the awareness of young people, involve children and teenagers in the environmental agenda, using exciting formats such as challenges and environmental actions.

In the first year of the project's existence, 9.5 thousand applications were received from children and adolescents from all regions of Russia and 28 countries of the world. 6000 entries were accepted. In 2022, the Prize will be held for the second time. The organizers have expanded the age limits for participants and added new nominations. “The guys got additional opportunities to demonstrate their attitude to the protection of nature in the form of flash mobs and other bright initiatives!
